Montreal Protocol: separate agreement, implementation and recovery

International environmental cooperation needs an implementation chain: scientific observation, negotiated obligations, domestic action, monitoring and adjustment. Signing an agreement and recovering an environmental system are different outcomes on different timescales.

Your task: Build a three-stage dashboard with one indicator per stage. Add the source's compliance assumption and regional timescales. Compare with the Rwanda inquiry: identify the common implementation question while explaining why chemical regulation and civilian protection have different constraints.

Starting recap and vocabulary

Distinguish the source's claim, the action it documents, and the outcome you want to explain. Source authority and evidence scope are separate.

Implementation
The actual actions and resources through which an authorization or commitment is carried out.
Source dependence
A relationship in which several reports derive from the same underlying record or claim.

Montreal Protocol: separate agreement, implementation and recovery

Ask what the source can establish

International environmental cooperation needs an implementation chain: scientific observation, negotiated obligations, domestic action, monitoring and adjustment. Signing an agreement and recovering an environmental system are different outcomes on different timescales.

Predict which part of the claim can be verified from the packet and which needs another record.

Dated evidence packet

The Secretariat reports a 99% phase-out of ozone-depleting substances and evidence of ozone recovery with substantial year-to-year variability. Its projected return to 1980 total-column levels differs by region and assumes continued compliance.

UNEP Ozone Secretariat — dated source note. Facts page with October 2024 ratification snapshot; consulted October 2026. Authored paraphrase of a verified official or primary source. Where a source presents a hypothetical or retrospective account, that distinction remains explicit.

Worked interpretation

Classify three statements: a party signs a treaty; controlled production falls; atmospheric ozone recovers. These measure commitment, implementation and environmental outcome respectively. A year with a larger ozone hole does not alone negate a long-term trend, just as high ratification alone does not prove compliance. A causal evaluation examines the chain and competing influences.

Construct and challenge the account

Build a three-stage dashboard with one indicator per stage. Add the source’s compliance assumption and regional timescales. Compare with the Rwanda inquiry: identify the common implementation question while explaining why chemical regulation and civilian protection have different constraints.

Distinguish statements made at the time from later explanations. Put the event date and publication date in separate fields when they differ. In your ledger, mark whether a source records an authorization, a promise, an observation, an institutional assessment or a proposed explanation. One source can perform several roles, but each conclusion still needs the appropriate support.

A shared treaty can contain different schedules

Inspect two selected Kigali HFC consumption schedules within the Montreal Protocol. This is a different measure from the ozone-depleting-substance phase-out discussed above. Neither a remaining baseline percentage nor the arithmetic below measures ozone recovery.

Predict whether the same quantity must receive the same numerical comparison under both profiles. The schedules are source-based; every quantity in this exercise is invented. No country is being evaluated.

Captured text remains fixed during editing. This temporary worksheet clears on reload; copy its report before leaving. Capture does not prove unseen work.

Each profile's three HFC baseline-year quantities are 90, 100 and 110, giving a mean of 100. They refer to different actual baseline periods, shown below; they are not the same calendar observations. The HCFC baseline is separately supplied as 40. All quantities are in invented thousands of tonnes of CO₂-equivalent, already converted for this exercise. We do not calculate gas weights or derive an actual country's baseline.

A — Selected non-Article 5 schedule

HFC period 2011–2013. Baseline = mean HFC + HCFC weight × HCFC baseline = 100 + 0.15 × 40 = 106.

For 2029, retain 30% of baseline (a 70% reduction): 106 × 30/100 = 31.8000.

Synthetic annual quantity: 90.0000. Numerical status: above. Cap minus quantity: -58.2000. These labels compare numbers; they do not determine legal compliance.

B — Selected Article 5 Group 1 schedule

HFC period 2020–2022. Baseline = mean HFC + HCFC weight × HCFC baseline = 100 + 0.65 × 40 = 126.

For 2029, retain 90% of baseline (a 10% reduction): 126 × 90/100 = 113.4000.

Synthetic annual quantity: 90.0000. Numerical status: below. Cap minus quantity: 23.4000. These labels compare numbers; they do not determine legal compliance.

Article 2J(1) and Article 5, paragraph 8 qua (a), (c), checked 29 October 2026; the Secretariat's Annex F schedule summary corroborates these selected profiles. Other non-Article 5 schedules, Article 5 Group 2, adjustments, exemptions and ratification/application questions are outside this calculation. No individual country classification is supplied.

HFC means hydrofluorocarbon; HCFC means hydrochlorofluorocarbon. They identify different treaty substance groups here. CO₂-equivalent is a common weighting unit, not raw tonnes of different substances added without conversion. Under Article 1(6)–(7), consumption is production plus imports minus exports, with calculated levels governed by Article 3. It is not the same variable as atmospheric emissions, equipment use or measured environmental recovery.

Compare reasoning and test the changed case

In 2029, the initial baselines are 106 and 126, with caps 31.8 and 113.4. The invented quantity 90 is above A's cap but below B's. A shared quantity does not imply shared baseline, timetable or legal conclusion.

Now choose HCFC baseline 0. Both baselines become 100; the schedules still differ, and 90 sits exactly at B's 2029 cap. Hide the annual record: the cap remains calculable but comparison becomes missing-record. Visit 2023: B has no modeled cap yet. Explain why these two unknown states are different.

Write a short institutional memo with the article/paragraph, baseline formula, date, numerical comparison and omitted evidence. Identify the additional applicable decisions and verified country records needed before making any compliance claim. Separate that inquiry from evaluating whether cooperation caused environmental improvement. No automated feedback evaluates your memo.

Independent transfer

A new plastics treaty gains many signatures. What should an evaluator inspect next?

Write a reason before checking feedback. Preserve the mechanism that makes comparison useful, then state a contextual difference that could change the outcome. A counterexample is valuable when it tests your explanation rather than merely describing a different result.

Boundaries

The 99% figure describes controlled substances, not 99% repair of the ozone layer. This bounded institutional summary does not independently estimate the treaty’s causal effect or establish that all environmental agreements will perform similarly.

Source access is not required for the bounded packet activity, but broader historical claims require the full records and corroboration. An official source is especially useful for identifying its institution’s stated action or position; it should not automatically substitute for affected people’s experiences or independent implementation evidence.

Extend

High school: Produce the timeline, diagram or claim ledger with source IDs. Write a precise conclusion and an explicit limitation without needing external interviews.

College: Compare competing causal or institutional explanations and add an independent primary record. Separate counterfactual reasoning, participant rhetoric and observed implementation.
