Promises need monitoring and response rules

Institutions can establish shared information, repeated interaction and dispute procedures.

Your task: Write a verification protocol covering all pipes, missing readings, exceptions and an appeal. Compare repair, compensation and suspension responses.

Starting recap and vocabulary

Read a record as a claim with a creator, purpose and scope. A count, interpretation and value judgment are different kinds of evidence. Percent means per hundred; percentage points compare two percentages.

Promises need monitoring and response rules

Institutions can establish shared information, repeated interaction and dispute procedures. Monitoring can detect a breach only within its coverage. Sanctions may deter, fail or harm uninvolved people; a detected violation does not itself choose a justified response.

Inspect the case

Teaching agreement limits withdrawal to 20 units per month. Meters inspect two of four intake pipes; recorded use is 18 units.

Teaching inspection finds an unmetered pipe withdrawing 5 additional units. Drought exceptions require joint approval, which was not requested.

Both records are original fictional teaching materials. They are not historical primary sources and do not report real participants.

Work through the mechanism

Observed 18 units did not establish compliance. With the extra 5, total observed use is 23, three over the limit, subject to measurement uncertainty.

Your investigation

Who is present, and which votes count?

A fictional briefing says: “Most governors support the proposal, so the institution must implement it.” Audit the missing steps using actual IMF provisions and a deliberately invented five-member board. These weights and ballots are not IMF country data or a historical decision.

Inspect the institutional source and scope

IMF Articles of Agreement, March 2020 edition, Article XII, printed pages 30–34 (PDF pages 42–46), checked 29 October 2026. Original paraphrases below; the linked publication remains IMF copyright.

  • GOV-Q: XII.2(d) requires a majority of governors representing at least two-thirds of total voting power for a Governors meeting quorum.
  • GOV-W: XII.2(e) assigns each governor the member's allotted votes; headcount is not voting power.
  • GOV-O: XII.5(c) uses a majority of votes cast unless a specific provision overrides it.
  • GOV-C: XII.1 specifies 85% of total voting power for the Governors' decision to apply Schedule D concerning a Council.

This exercise models a meeting, not XII.2(f)'s separate procedure without a meeting. All five fictional members are eligible; no suspensions, alternates, departmental exceptions or competing procedural rules are modeled. An ordinary proposal is stipulated to fall within the board's authority and have no special majority. No claim is made about whether a Council was actually established.

Predict before changing a ballot: can abstention leave attendance intact while changing the votes-cast denominator? Can two governors control enough power for the weight test but still lack a quorum?

Fixed 0–100 power scale. Abstention and absence contribute no yes/no votes; only absence removes presence from the quorum tests.

For: 55; against: 30; votes cast: 85. Yes share of votes cast: 64.7059%. Yes share of total power: 55%. Ordinary majority means yes exceeds no, not a tie. The special rule needs at least 85 of all 100.

Selected voting threshold: met. Combined meeting and voting requirements: met under the stipulated assumptions. Implementation and policy outcomes: not observed.

Changed case: unanimous support among those present

Explain why unanimous votes cast can coexist with a failed meeting requirement. Then restore attendance and construct a case that passes the ordinary rule but fails the Council provision. Keep the board and proposal authority fixed while comparing rules.

Compare reasoning and evidence still needed

The default gives 55 yes out of 85 cast (64.7059%), enough for an ordinary majority with all five present, but not 85% of total power. In the changed case, two governors hold 70 power and cast only yes votes. The power quorum passes, but two out of five is not a majority of governors. A vote percentage alone cannot establish the meeting's authority.

Compare a member-equality argument with a weighted-contribution argument. State the value judgment each uses; arithmetic cannot settle institutional legitimacy. To investigate actual implementation, request the dated decision, procedural record and subsequent actions; to evaluate outcomes, seek relevant evidence and rival explanations. The Articles provide rules, not observations that those outcomes occurred.

Copy your institutional decision report

Feedback opened this visit: no. Reset clears writing and restores the initial ballots; exposure remains until reload. Copy temporary work before leaving. No interpretation is automatically graded.

The sourced governance investigation distinguishes decision authority from implementation. Return now to the separate fictional water-monitoring case: its readings test compliance, not how a real IMF decision was made.

Write a verification protocol covering all pipes, missing readings, exceptions and an appeal. Compare repair, compensation and suspension responses.

Make a two-column evidence table: what the record directly supports, and what you infer. Use record IDs when connecting observations to claims. Preserve your first interpretation before revising it.

Practice and transfer

Does the first reading prove compliance?

Try the practice check in the activity, explain your choice, then apply the idea to this unfamiliar case: A meter fails during an authorized drought exception. What is required?

Limits and responsible interpretation

The monitoring example assumes honest readings where available. Institutions do not remove disputes about evidence or power.

A successful answer identifies a mechanism and its boundaries. A saved response records practice; it does not automatically establish independent understanding.
