Comparative government and politics · Country dossier 3
Nigeria: locate the level of legislative authority
Federalism requires asking which institution has authority over a subject before treating a conflict as a simple contest of popularity. A federal label alone does not reveal the degree of practical decentralization.
Your task: Build a decision tree: subject classification, federal authority, state authority, conflict and review. Locate one actual subject in the linked constitutional lists, cite its item, and explain where your initial prediction changes.
Distinguish a state, a government, an institution and an observed outcome. A constitutional rule specifies authority; evidence of implementation tests what actually happens.
Formal rule
A stated allocation of authority or procedure, which must be distinguished from observed implementation.
Comparative inference
A conclusion drawn using the same defined question across cases, with their relevant differences stated.

Nigeria: locate the level of legislative authority
Predict the next step
Predict the next institutional step before drawing the decision tree. Name the rule your prediction assumes.
Federalism requires asking which institution has authority over a subject before treating a conflict as a simple contest of popularity. A federal label alone does not reveal the degree of practical decentralization.
Read the dated record
Authored reading note on sections 2–5: Nigeria is constituted as a federation. Legislative authority is allocated through exclusive and concurrent lists. A valid federal law prevails over an inconsistent state law; federal executive powers are vested in the president.
Teaching dispute: a state assembly and National Assembly enact conflicting rules on a topic. It is premature to say the federal rule always wins: first establish that it is a valid federal law under the constitutional allocation. Record the subject, relevant list and empowering provision before assessing inconsistency.
Enugu: authority, implementation and outcomes need different evidence
Investigate a historical electricity-regulation transition as an institutional case. No electrical equipment, tariff calculation or current legal decision is involved. NERC is the national regulator; EERC is the Enugu state regulator; EEDC is a distribution company. Similar abbreviations do not mean identical powers.
Predict what an order alone could establish about decentralization. Capture your claim, classify the four propositions with the first packet, then add the later report. Change only the judgments that the new evidence warrants.
Capture freezes text while you edit; it does not prove an unseen attempt. This worksheet is temporary. Copy its report before leaving.
Cutoff 2024-04-22 filters this supplied packet, not all information that existed then. It does not simulate the real status of the electricity system. Earlier annotations remain when you change packets; a later citation is flagged if you return to the earlier cutoff.
These are evidentiary steps, not proof that the policy achieved its goals. The right-hand evidence is not supplied.
Read the available evidence
EN-ORDER: NERC Order 2024/039 — 2024-04-22. Effective 1 May; subsidiary incorporation and licensing directed; transfers due by 22 October 2024.
The three order notes come from one document; the two report notes come from one article. Five labels are not five independent witnesses. The ministry is an official communicator and quotes participants: its report is evidence of reported action, not an independent service audit. Source notes are short original paraphrases.
Audit claims against the packet
“Supports” means supports the proposition as worded. “Not established” means the packet is insufficient; it does not mean the proposition is false. Available citations still require a relevant passage and a defensible inference.
Compare reasoning and test changed scope
The first claim is not established: commencement and a deadline do not prove completed work. The second conflicts with EN-SCOPE. The licence claim is not established by the April packet; the October packet supports its carefully limited wording, “a government report.” The outage claim remains unestablished in both packets. EN-PROMISE is an expectation, not an observed outcome or a causal comparison.
Changed case: a fictional analyst treats a cross-border national-grid supply approval as identical to an intrastate end-user tariff decision. Use EN-SCOPE and EN-TARIFF to repair the institution diagram. If the activity's geographic scope or grid connection is unspecified, state what must be established before assigning authority. Do not turn this historical packet into a current jurisdiction ruling.
Write a comparison memo: identify which judgment changed after the report, which remained unchanged, and why. Specify a concrete outage measure, observation period and comparison needed to examine the service promise. Comparing Nigeria with the Russia dossier also requires dated evidence of authority in practice, not just two countries' federal labels. Independent evidence and human interpretation review remain necessary.
Copy your analysis report
Known session exposure: later packet not opened; feedback not opened. Reset retains these flags; reload clears them. Changing the cutoff does not erase your prior access. No mastery is awarded.
Build evidence
Build a decision tree: subject classification, federal authority, state authority, conflict and review. Locate one actual subject in the linked constitutional lists, cite its item, and explain where your initial prediction changes.
Keep a claim ledger with four columns: claim, source ID and location, inference, and missing observation. Mark a rule as formal when the text allocates authority; do not convert that label into a claim that the rule is always enforced. A useful missing observation names a specific document or measurement rather than saying that more research is needed.
Compare and test transfer
Russia’s 2020 constitutional text also uses a federal structure. What additional evidence tests whether the two systems are equally decentralized?
Before opening feedback, write your answer and justify the comparison. Use the country dossier named in the question to construct a common comparison variable. Explain why an apparently similar label could conceal a different mechanism.
Limits and next evidence
The supplied provisions establish formal allocations. Actual revenue control, enforcement, judicial independence and regional inequality require additional dated evidence.
An independent extension should examine a dated decision, election record, budget, court ruling or implementation report. Record whose actions it observes and what it omits. Explain whether disagreement concerns the formal rule, its application, or a broader political outcome. Assess evidence consistently across countries; neither an official account nor a critical account earns automatic acceptance.
Level extensions
High school: Annotate the institutional diagram with source IDs. Explain the diagram aloud or in text, including one unsupported inference you removed.
AP: Connect this dossier to AP Comparative Government units on political systems, institutions and participation. Compare the paired country using a precise mechanism and source citation. This is selected practice, not a complete CED crosswalk.
College: Find an independent dated implementation record, state its measurement limits and compare it with the formal account. Distinguish evidence against the rule’s existence from evidence that implementation differs.
