Iran: trace a bill through constitutional review
An elected legislature can be only one gate in a lawmaking process. Identify appointment chains and review standards separately; a twelve-member body need not use one identical voting rule for every question.
Your task: Draw the selection chain for both six-member groups, then draw the bill-review chain. Mark which standard each reviewing group applies. Explain which questions would require actual bill and review records.

Starting recap and vocabulary
Distinguish a state, a government, an institution and an observed outcome. A constitutional rule specifies authority; evidence of implementation tests what actually happens.
- Formal rule
- A stated allocation of authority or procedure, which must be distinguished from observed implementation.
- Comparative inference
- A conclusion drawn using the same defined question across cases, with their relevant differences stated.
Why is 'Assembly approved, so the bill necessarily takes effect' incomplete?
Draw the selection chain for both six-member groups, then draw the bill-review chain. Mark which standard each reviewing group applies. Explain which questions would require actual bill and review records.
Annotate the institutional diagram with source IDs. Explain the diagram aloud or in text, including one unsupported inference you removed.

Worked example
The constitution distinguishes religious-compatibility judgment by the religious jurists from constitutional judgment by the whole Council. A diagram that labels every decision simply 'majority of twelve' loses that distinction. A bill's passage through the Assembly therefore cannot alone establish enforceability.
