Mexico: read a mixed electoral allocation

Separate an institution's stated rule, its application to an election, and a speaker's defense of that application. A source may be valuable evidence while arguing for a contested interpretation.

Your task: Produce a seat-category table and a claim ledger: arithmetic established, interpretation asserted by the speaker, and unresolved question. Specify the official result and legal reasoning needed to test the disputed interpretation.

Starting recap and vocabulary

Distinguish a state, a government, an institution and an observed outcome. A constitutional rule specifies authority; evidence of implementation tests what actually happens.

Formal rule
A stated allocation of authority or procedure, which must be distinguished from observed implementation.
Comparative inference
A conclusion drawn using the same defined question across cases, with their relevant differences stated.

Mexico: read a mixed electoral allocation

Read the dated record

Authored English synopsis of a primary speech: for the 2024–2027 legislature, the speaker describes 300 plurality and 200 proportional-representation deputies. She defends applying allocation constraints to individual parties rather than coalitions.

Source: Norma De La Cruz, INE council intervention. Edition or publication: 23 August 2024. The packet is an authored reading note, not a verbatim quotation.

Worked institutional analysis

The described lower-house categories total 500; 200/500 = 40% of seats use the proportional-representation category. That does not establish that each party receives exactly its national vote share in the whole chamber. The district tier and allocation constraints matter. The speech note supplies no party vote totals for 2024, so it cannot reconstruct that allocation. The separate 2021 benchmark below supplies a dated national-stage calculation.

Reconstruct a dated allocation before comparing shares

The speech above concerns 2024. This separate benchmark uses the published 2021 agreement, not 2024 votes or today's membership. Predict whether proportional seats necessarily make the whole chamber match each party's vote share. Then audit the calculation, test another party, and revise your claim.

Captured text stays fixed while you edit. This does not establish an unseen attempt. Writing and controls are temporary; copy the report before leaving.

MR means district plurality seats; RP means proportional-representation seats. MC abbreviates Movimiento Ciudadano. The fictional rule holds eligible votes fixed, removes the district tier and applies this arithmetic to 500 seats. It is not Mexico's historical rule or a forecast: voters and parties might behave differently under another system.

PAN: 8,967,785 eligible votes; published MR 73 + RP 41 = 114 seats. The selected calculation allocates 41 of 200 seats. Do not add published MR seats to the fictional 500-seat result.

Shared 0–100% scale; each label specifies its denominator. The historical whole-chamber percentage stays fixed when the calculation rule changes.

Published chamber share minus eligible vote share = 2.3939 percentage points. This descriptive gap is not a legal ruling about allocation limits or the party-versus-coalition dispute in the 2024 speech.

Follow the allocation arithmetic

Divide each vote count by the eligible total and multiply by 200. This quota need not be a whole seat. Allocate its whole-number part first, then give the 3 remaining seats to the largest fractional remainders. The common denominator is 43,946,629. The calculation ranks exact integer remainders, not the rounded decimals shown below.

Check denominator and source boundaries

Official published INE/CG1443/2021 agreement, approved 23 August 2021; considerations 39–45 and 48. These are manually transcribed aggregate rows and original English explanations, not a complete translated decision. The national calculation matches the published RP totals; it does not implement constituency/candidate assignment, all legal caps or their exceptions.

Denominator ledger: 49,143,523 total votes cast − 3,437,612 votes for below-threshold parties − 44,311 independent-candidate votes − 1,673,046 invalid votes − 41,925 unregistered-candidate votes = 43,946,629 eligible votes. The seven displayed parties sum to this last total. Substituting total ballots cast would answer a different share question. It would not reproduce the denominator used here.

The source's intermediate effective-affiliation table and final consideration 48 are different stages. This display uses consideration 48 for published MR/RP, including PRI's 30 + 40 = 70. It does not silently replace them with the earlier table. No tied remainders occur here. The generic teaching function resolves ties by input order and flags them; that is not asserted to be the Mexican legal tie rule.

Compare reasoning and try the changed rule

Test PAN and MC: the direction of the whole-chamber gap differs, even though both have RP seats. Use the two tiers and their denominators to explain this. Next select the fictional 500-seat rule and Morena. Its calculated 191 seats differ from the published mixed-system 198. A calculation under changed rules does not describe what voters would actually have chosen under those rules.

Write a short audit memo with the agreement ID, consideration numbers, one reproduced row, an unfamiliar party comparison and an explicit limit. Explain why the 2021 reconstruction cannot settle the 2024 party-versus-coalition interpretation. To extend the China comparison above, specify the selection mechanism and source date before comparing the label “representation.” The program does not assess the quality of that argument.

Build evidence

Produce a seat-category table and a claim ledger: arithmetic established, interpretation asserted by the speaker, and unresolved question. Specify the official result and legal reasoning needed to test the disputed interpretation.

Keep a claim ledger with four columns: claim, source ID and location, inference, and missing observation. Mark a rule as formal when the text allocates authority; do not convert that label into a claim that the rule is always enforced. A useful missing observation names a specific document or measurement rather than saying that more research is needed.

Compare and test transfer

Compare Mexico’s 2024 allocation speech with China’s constitutional NPC selection provisions. Which inference is justified?

Before opening feedback, write your answer and justify the comparison. Use the country dossier named in the question to construct a common comparison variable. Explain why an apparently similar label could conceal a different mechanism.

Limits and next evidence

This is a dated 2024 allocation debate, not a claim about every later reform. The speech’s political judgments are attributed to its author.

An independent extension should examine a dated decision, election record, budget, court ruling or implementation report. Record whose actions it observes and what it omits. Explain whether disagreement concerns the formal rule, its application, or a broader political outcome. Assess evidence consistently across countries; neither an official account nor a critical account earns automatic acceptance.

Level extensions

High school: Annotate the institutional diagram with source IDs. Explain the diagram aloud or in text, including one unsupported inference you removed.

AP: Connect this dossier to AP Comparative Government units on political systems, institutions and participation. Compare the paired country using a precise mechanism and source citation. This is selected practice, not a complete CED crosswalk.

College: Find an independent dated implementation record, state its measurement limits and compare it with the formal account. Distinguish evidence against the rule’s existence from evidence that implementation differs.

Worked example

The described lower-house categories total 500; 200/500 = 40% of seats use the proportional-representation category. That does not establish that each party receives exactly its national vote share in the whole chamber. The district tier and allocation constraints matter. No party vote totals are supplied here, so an exact party allocation cannot be reconstructed.
