Participation: read the 2024 turnout denominator
Turnout rates require a defined eligible or reference population and a measurement method. Survey estimates of participation are not the same object as administrative ballot counts. A group difference alone does not reveal whether rules, resources, interest or mobilization caused it.
Your task: Draw two bars on a common 0–100 scale and label source, year and population. Propose two competing explanations for participation differences and the evidence needed to evaluate them. Compare a survey question with an administrative record without expecting identical totals.

Starting recap and vocabulary
Separate constitutional authority, institutional procedure, evidence and observed outcomes. A proposed action is not the same as a completed legal or political action.
- Authority
- The power granted to an actor to take a specified action, subject to institutional and legal limits.
- Evidence of implementation
- Records that show what was actually done, as distinct from a promise, proposal or authorization.
What is the direct difference in the published rates?
Draw two bars on a common 0–100 scale and label source, year and population. Propose two competing explanations for participation differences and the evidence needed to evaluate them. Compare a survey question with an administrative record without expecting identical totals.
Complete the specified trace or evidence table. Explain one institutional limit and cite its source in plain language.

Worked example
Using the same published denominator, registration exceeds reported voting by 73.6 − 65.3 = 8.3 percentage points. This is not an 8.3% proportional reduction. Dividing 65.3 by 73.6 gives about 88.7%, but aggregate rounded estimates should not be treated as an exact individual-level transition rate or proof of why people did not vote.
