Civics and United States government

A feasible budget and a defensible decision

A budget expresses tradeoffs under constraints.

Your task: Compare two revised 100-unit plans. State the objective, authority, affected populations and outcome measure for each.

Starting recap and vocabulary

Read a record as a claim with a creator, purpose and scope. A count, interpretation and value judgment are different kinds of evidence. Percent means per hundred; percentage points compare two percentages.

Connect evidence and mechanism

A feasible budget and a defensible decision

A budget expresses tradeoffs under constraints. Feasibility means costs fit available resources; desirability depends on public objectives, affected groups and implementation. Equal spending is not necessarily equal access.

Inspect the case

Teaching budget: 100 units available. Access improvements cost 40, maintenance 35 and extended services 25. Council approval is required.

Teaching revision: maintenance rises to 45. Reducing services by 10 preserves access investment but cuts evening hours; reducing access investment affects residents with travel barriers.

Both records are original fictional teaching materials. They are not historical primary sources and do not report real participants.

Work through the mechanism

40 + 35 + 25 = 100. After the increase the original total is 110, so at least 10 units must be removed or lawfully financed.

Your investigation

Compare two revised 100-unit plans. State the objective, authority, affected populations and outcome measure for each.

Make a two-column evidence table: what the record directly supports, and what you infer. Use record IDs when connecting observations to claims. Preserve your first interpretation before revising it.

Practice and transfer

Is the original plan feasible after maintenance rises?

Try the practice check in the activity, explain your choice, then apply the idea to this unfamiliar case: A new grant pays only for capital improvements. Can it automatically fund evening staff?

Limits and responsible interpretation

Costs and populations are teaching assumptions. Arithmetic cannot choose a public objective or prove actual policy effects.

A successful answer identifies a mechanism and its boundaries. A saved response records practice; it does not automatically establish independent understanding.

High school: Use the supplied records to complete this task: Compare two revised 100-unit plans. State the objective, authority, affected populations and outcome measure for each. Explain your reasoning in a short paragraph or an annotated diagram with a text equivalent.

AP connection: Build an original stimulus-based response: identify the relevant United States Government and Politics concept, cite a specific detail in each record and explain a limitation. Then answer the transfer question without reopening the worked example. This is practice, not an official AP question.

Introductory college: Frame a researchable version of the case, document definitions and source selection, and compare the supplied mechanism with a rival explanation. Use the linked disciplinary reading to find one relevant scholarly or institutional source; distinguish that real source from these fictional records. Submit a revision log and methods note.
