Interest groups: trace access, information and policy effects
Interest groups may supply expertise, mobilize members, litigate or seek access. Evidence of participation is not evidence of policy control. Trace whether an argument entered the decision record and how the final rationale treated it.
Your task: Construct an issue-network map of actors, resources and claims. Code comments by evidence type rather than assumed virtue. Draft a neutral question comparing the proposed and final rationale, and identify a plausible explanation other than group pressure for the change.

Starting recap and vocabulary
Separate constitutional authority, institutional procedure, evidence and observed outcomes. A proposed action is not the same as a completed legal or political action.
- Authority
- The power granted to an actor to take a specified action, subject to institutional and legal limits.
- Evidence of implementation
- Records that show what was actually done, as distinct from a promise, proposal or authorization.
What does a submitted comment directly establish?
Construct an issue-network map of actors, resources and claims. Code comments by evidence type rather than assumed virtue. Draft a neutral question comparing the proposed and final rationale, and identify a plausible explanation other than group pressure for the change.
Complete the specified trace or evidence table. Explain one institutional limit and cite its source in plain language.
Make a provisional claim

Inspect evidence and test an explanation
The investigation controls appear when your local evidence is ready.
Connect evidence and mechanism
Worked example
Synthetic docket: a trade association submits a cost estimate; a consumer organization disputes its assumptions; individual users describe access problems. The number of pages each submits does not identify which claim is accurate. A final rule cites a study, but citation alone does not establish that a group caused the outcome.
