Starting recap and vocabulary

Read a record as a claim with a creator, purpose and scope. A count, interpretation and value judgment are different kinds of evidence. Percent means per hundred; percentage points compare two percentages.

Connect evidence and mechanism

A bill is not yet an implemented policy

Checks and balances create several decision points. Legislatures make laws and control appropriations; executives administer policy; courts resolve legal disputes. Administrative capacity and implementation rules affect whether an enacted promise reaches people.

Inspect the case

Teaching legislative record: both chambers pass a grant program. Funding is 60 units; applications require a form and proof of residence.

Teaching implementation report: 40 eligible households lack the required document. Only 30 of 60 units are disbursed.

Both records are original fictional teaching materials. They are not historical primary sources and do not report real participants.

Work through the mechanism

Passing a bill and spending 30 units are different events. The unused 30 units may reflect an access barrier rather than low need.

Your investigation

Build a timeline separating proposal, enactment, appropriation, rules, delivery and review. Recommend one measurement at the delivery stage.

Make a two-column evidence table: what the record directly supports, and what you infer. Use record IDs when connecting observations to claims. Preserve your first interpretation before revising it.

Practice and transfer

Does enactment prove eligible households received support?

Try the practice check in the activity, explain your choice, then apply the idea to this unfamiliar case: A new report shows all applications processed but long travel distances. What is still missing?

Limits and responsible interpretation

This simplified chain omits many procedural variations. Spending rates alone do not establish lawful or effective delivery.

A successful answer identifies a mechanism and its boundaries. A saved response records practice; it does not automatically establish independent understanding.

High school: Use the supplied records to complete this task: Build a timeline separating proposal, enactment, appropriation, rules, delivery and review. Recommend one measurement at the delivery stage. Explain your reasoning in a short paragraph or an annotated diagram with a text equivalent.

AP connection: Build an original stimulus-based response: identify the relevant United States Government and Politics concept, cite a specific detail in each record and explain a limitation. Then answer the transfer question without reopening the worked example. This is practice, not an official AP question.

Introductory college: Frame a researchable version of the case, document definitions and source selection, and compare the supplied mechanism with a rival explanation. Use the linked disciplinary reading to find one relevant scholarly or institutional source; distinguish that real source from these fictional records. Submit a revision log and methods note.
