Distinguish shared authority from the disappearance of states

Does joining a supranational institution give it authority over every decision?

Your task: Compare the EU source with the earlier fictional watershed charter. Draw an authority ladder and classify three claims as legal competence, scale/effectiveness or unsupported assumption.

Starting recap and vocabulary

Read counts with their units. A percentage divides a part by its named whole and multiplies by 100. A model assumption is not an observed fact.

Supranationalism
Institutional cooperation in which states confer or pool specified powers beyond the individual national level.
Assumption
A condition accepted for a model or argument; it needs justification before applying the result elsewhere.

Distinguish shared authority from the disappearance of states

Question and evidence

Does joining a supranational institution give it authority over every decision?

The European Commission explains that EU action rests on powers conferred through treaties. It distinguishes exclusive, shared and supporting competences, and describes subsidiarity for areas where more than one governing level can act. This is a real institutional framework, not the fictional river charter.

The institutional observation has its own date and context. Fictional numerical extensions are labeled separately and are not measurements from that source.

Mechanism

Sovereignty, supranational cooperation and devolution concern how authority is allocated across scales. Devolution transfers powers within a state; supranational arrangements pool or confer particular powers through institutions. State, nation and nation-state are different concepts. Centripetal and centrifugal forces can strengthen or challenge political integration without determining a single outcome.

Worked calculation

An analysis has two gates: first identify whether the treaties confer a relevant competence; then, where appropriate, examine whether objectives can be better achieved at the proposed level. Crossing a border alone does not answer either gate.

Challenge and revision

An invented proposal assumes every cross-border issue automatically transfers all national authority to the EU. A second assumes local effectiveness alone proves legal authority. Treaty competence and the appropriate scale of action are separate questions.

Revise your answer to “Does joining a supranational institution give it authority over every decision?” using both source IDs. Separate the checked calculation from a judgment, and identify evidence that could reverse your judgment.

Independently extend the investigation “Distinguish shared authority from the disappearance of states” with a documented real dataset or scholarly source. Preserve definitions, recreate one calculation or evidence table, compare a rival explanation and report why the teaching example cannot establish the real-world conclusion.
